How to Send a WhatsApp Broadcast in Bangladesh Without a Ban

A step-by-step guide to WhatsApp broadcasts for Bangladeshi shops: opt-in lists, segments, approved templates, messaging limits and habits that avoid blocks.

By SaleMag Team6 min read

A cosmetics page in Mohammadpur exports 6,000 phone numbers from its courier sheets and sends an Eid offer to all of them from the shop's WhatsApp number. By Sunday evening, hundreds of people have blocked it. By Monday morning, the number that is printed on every parcel is restricted.

Broadcasts are one of the best sales tools a Bangladeshi shop has, and one of the fastest ways to lose a number. The difference is almost entirely in who you send to and how. This guide is the safe way, step by step.

What does "getting blocked" mean on WhatsApp?

"Getting blocked" covers three different things, and each one has a different cause:

What happens Caused by Effect
Customers block or report you Unwanted or irrelevant messages Your quality rating drops
Meta limits your sending Low quality, many blocks, hitting your messaging limit Templates paused, limits frozen or reduced
Your account is restricted or banned Policy violations, unofficial bulk tools You lose the number for business messaging

The first one drives the other two. Meta's main signal is how customers react: blocks, reports and the reasons they give. Meta turns these signals into your number's quality rating: High, Medium or Low.

Which way of broadcasting on WhatsApp is safe?

Only broadcasts through the official WhatsApp Business Platform, with approved templates to opted-in customers, are both allowed and scalable.

Method Reach Rules Risk
WhatsApp Business app broadcast list Only contacts who saved your number, limited list size Any message Fine for small lists, does not scale
Unofficial bulk sender tools Any number Breaks WhatsApp's terms High risk of a ban
Official API broadcast Opted-in customers, saved or not Approved template, messaging limit Low, if you respect opt-in and quality

WhatsApp's terms of service list "bulk messaging, auto-messaging, auto-dialing, and the like" as impermissible on regular WhatsApp. We explain the risk in detail in unofficial bulk WhatsApp senders: the ban risk.

How do you send a WhatsApp broadcast the right way?

Send a broadcast in six steps: get on the official API, collect opt-in, choose a segment, get a template approved, check your limit, then send and watch the results.

1. Get on the official API and verify your business

Connect your number to the WhatsApp Business API, directly or through a provider. Then complete Meta Business Verification with your trade licence and business details. Verification is the fastest way to raise your messaging limit. Our guide to Meta Business verification in Bangladesh covers the documents.

2. Build an opt-in list

Opt-in means the customer agreed to hear from your business on WhatsApp. A phone number on a COD order is not, on its own, consent to offers. Ask clearly:

Apnar order confirm hoyeche. Notun collection ar offer ashle ekhane WhatsApp e janabo? "Haan" likhun, na chaile "Na".

Record the answer as a tag or contact field. Customers who say yes to offers are the only ones in your marketing list.

3. Pick a segment, not "everyone"

A segment is a group that cares about this particular message. Good segments for a shop:

  • bought from this category in the last 90 days,
  • bought once and not since Eid,
  • asked about a product that is now back in stock,
  • customers in Chattogram, for a city-specific delivery offer.

Smaller, relevant sends get fewer blocks than one big send.

4. Write and approve a marketing template

Keep it short, specific and easy to leave. Add a quick-reply button for opting out.

Assalamu alaikum {{1}}, apnar pochhonder skincare range e Puja offer: sob serum e 15% chhar, shudhu ei shoptaho. Dekhte niche tap korun. [Show me] [Stop offers]

Submit it a few days before the send. If it is rejected, see why WhatsApp templates get rejected.

5. Check your messaging limit

Your messaging limit is how many unique customers you can message outside the customer service window in a rolling 24 hours. As of October 2026, Meta's tiers are:

Tier Who gets it
250 New business portfolios
2,000 After business verification, or 2,000 good-quality template sends in 30 days
10,000, 100,000, unlimited Raised automatically with high quality and use of at least half the current limit in 7 days

Since 7 October 2025, the limit belongs to the business portfolio, so all your numbers share one allowance. If your segment is bigger than your limit, split the send across days. More in the glossary entry on messaging limits.

6. Send, then watch

Send a test to yourself. Then send at a time your customers actually read messages; for many shops that is the evening. After the send:

  • answer replies quickly, because they are sales conversations;
  • honour every "Stop offers" straight away;
  • check your quality rating the next day.

How often can you send broadcasts without being blocked?

Meta does not publish a safe number of broadcasts per week. What matters is whether each message is relevant to the people who receive it.

A practical approach: start with one marketing send a week to your most engaged segment. If blocks stay low and the rating stays green, add segments. If the rating turns yellow, pause marketing sends, tighten your segments and let the rating recover before sending again.

Why do some broadcast messages fail to deliver?

Some broadcast messages fail even when everything is set up correctly. The common reasons:

Reason What it means What to do
Error 131049 Meta held back a marketing template because the person has had enough marketing messages recently Wait at least 24 hours before retrying that person
Messaging limit reached You hit your portfolio's 24-hour cap Send the rest tomorrow
Not a WhatsApp user The number has no WhatsApp account Use SMS for these customers
Template paused Meta paused it after negative feedback Fix the content, use another template

Meta's per-user marketing limits apply across all businesses messaging that person, not only yours.

How much does a WhatsApp broadcast cost?

A WhatsApp broadcast costs Meta's marketing rate for Bangladesh multiplied by the number of delivered messages, plus your software plan. Bangladesh has had its own rates on Meta's rate card since 1 October 2026. Rates change by quarter, so check Meta's official pricing page before planning a big send.

For example, if you send to 2,000 opted-in customers, multiply the current Bangladesh marketing rate by 2,000. Failed messages are not charged; Meta charges only for delivered ones.

How does SaleMag handle WhatsApp broadcasts?

SaleMag's WhatsApp broadcast sends only through Meta's official WhatsApp Cloud API, with approved templates:

  • Choose a segment, a tag, all contacts or a CSV, and preview the audience.
  • Contacts without WhatsApp opt-in are skipped automatically. SaleMag marks customers who message you first as opted in for WhatsApp, so for offers, build your audience from a tag such as "Offers YES".
  • Templates fill in each customer's name or custom fields. Sends go out in paced batches of 1,000, about ten messages a second.
  • Schedule in your timezone, pause or cancel, and track queued, sent, delivered, read and failed per recipient, with the failure reason and a retry.
  • Replies land in the shared inbox, where your team or the AI chatbot answers them.

SaleMag also shows each connected number's quality rating and messaging limit, updated from Meta.

Frequently asked questions

Is it legal to send WhatsApp broadcasts in Bangladesh?

Yes, through the official WhatsApp Business Platform with approved templates and customer opt-in. Bulk messaging through unofficial tools breaks WhatsApp's terms and puts the number at risk of a ban.

How many people can I send a WhatsApp broadcast to?

On the WhatsApp Business API, the limit is set by your messaging limit: new business portfolios start at 250 unique customers in a rolling 24 hours, and verified businesses with good quality grow to 2,000, 10,000, 100,000 and unlimited.

How often can I send WhatsApp broadcasts?

Meta does not publish a safe frequency. Send only when the message is relevant to the segment, watch your quality rating after each send, and slow down if blocks rise.

Why did some broadcast messages fail with error 131049?

Error 131049 means Meta did not deliver a marketing template to keep engagement healthy, because the person has received enough marketing messages recently. Wait at least 24 hours before trying that person again.

Do I need customer permission to send a WhatsApp broadcast?

Yes. WhatsApp's Business Messaging Policy requires opt-in before a business messages people, and marketing works best with a clear yes to offers specifically.

How much does a WhatsApp broadcast cost in Bangladesh?

Meta charges each delivered marketing template at the Bangladesh marketing rate on its rate card, billed to your WhatsApp Business account. Multiply the current rate by the number of recipients, and add your software plan.
