WhatsApp messaging limits: how they work and how to increase them

WhatsApp API messaging limits explained: the 250, 2,000, 10,000, 100,000 and unlimited tiers, what counts, and the steps to move up before your next campaign.

A Chattogram cosmetics shop builds a list of 3,000 opted-in customers. Two days before a sale, the owner connects a new WhatsApp API number, writes a beautiful template and hits send. The campaign stops after 250 people. The other 2,750 hear about the sale after it ends.

That is a messaging limit. It is not a punishment, and it is not a bug. It is how Meta lets new senders grow slowly. The shops that never hit it are the ones that planned for it weeks earlier.

This guide explains the tiers as they work today, what counts against them, and the concrete steps to move up.

What are WhatsApp messaging limits?

WhatsApp messaging limits cap how many unique customers your business can message outside the customer service window in a moving 24-hour period. In practice, that means people you contact with a message template when they have not written to you in the last 24 hours: broadcasts, reminders, win-back offers.

Three details matter:

  • Unique people, not messages. Sending three templates to the same customer in a day uses one slot.
  • Moving 24 hours. The window rolls. A send at 8 pm Tuesday frees up at 8 pm Wednesday, not at midnight.
  • Shared by the portfolio. Since 7 October 2025, Meta sets the limit per business portfolio, and all your numbers share it.

You can read Meta's current rules on its messaging limits page.

What are the current messaging limit tiers?

Meta's tiers are 250, 2,000, 10,000, 100,000 and unlimited unique customers per moving 24 hours.

Tier Who is on it How you move up
250 New business portfolios Verify the business, or send 2,000 good-quality templates in 30 days
2,000 Verified or proven senders Use half your limit in 7 days with high-quality messages
10,000 Growing senders Same rule
100,000 Large senders Same rule
Unlimited Very large senders Reached through automatic scaling

Before October 2025 there was a 1,000 tier, limits were set per phone number, and a number with poor quality could be marked as flagged and moved down a tier. Many older blog posts still describe that system. If a guide tells you "1K, 10K, 100K per number", it is out of date.

What counts against the messaging limit, and what does not?

Only people you message outside an open customer service window count. Replies to customers who wrote to you in the last 24 hours do not.

Situation Counts?
Customer asks "dam koto?" and you reply within 24 hours No
You send an Eid offer template to someone who has not messaged in a month Yes
You send an order update template the day after the customer's last message Yes
Customer replies to your broadcast and you answer No, their reply opened a new window
You send three templates to the same customer in one day Counts once

This is why a shop with lots of incoming chats rarely feels the limit day to day, then hits it hard on the first big campaign.

How do I increase my limit from 250 to 2,000?

To go from 250 to 2,000, complete one of Meta's scaling paths: verify your business, have the partner who onboarded you verify it, or deliver 2,000 template messages outside customer service windows to unique users within 30 days, using high-quality templates. Meta then reviews message quality and either raises the limit or tells you what to fix.

For most Bangladeshi shops, business verification is the fastest route. You will usually need:

  • a trade licence, or another official registration document, with your exact legal business name,
  • an address that matches the documents,
  • a phone number or website Meta can check against those documents.

Mismatched names are the usual reason for rejection. "Nupur Fashion House" on the licence and "Nupur Fashion BD" in Meta's form is enough to fail. Read our guide to Meta Business verification in Bangladesh before you submit.

The 2,000-message path works if you cannot verify yet, but it takes time, and every one of those 2,000 sends has to be the kind of message people do not block.

How do I grow from 2,000 to 10,000, 100,000 and unlimited?

Above 2,000, Meta raises your limit one tier automatically when two things are true: you have used at least half your current limit in the last 7 days, and you are sending high-quality messages across all your numbers and templates. Meta says the increase happens within about 6 hours of meeting the criteria.

So a shop on 2,000 needs to reach at least 1,000 unique people with templates in a 7-day stretch, without a wave of blocks, to move to 10,000.

A realistic plan for a shop with 12,000 opted-in contacts:

Week What you send Unique people
1 New arrivals to "Active customers" segment 1,200
2 Restock alert to two interest segments 1,500
3 Limit rises to 10,000. Pre-sale early access to repeat buyers 3,000
4 Sale announcement to the whole opted-in list 12,000 over two days

The point is not to send more for the sake of it. It is to send useful messages regularly, so the limit is already high when you need it.

Does quality rating still affect messaging limits?

Yes, but only on the way up. Since 7 October 2025, Meta says a drop in a phone number's quality rating no longer downgrades its messaging limit, and the old flagged status is gone. But automatic scaling requires high-quality messages, so a low rating keeps you stuck on your current tier.

Low quality has other costs too. Templates that collect negative feedback can be paused, and Meta can restrict accounts with sustained low quality. Protecting quality still matters. See how to keep your quality rating green.

How do I plan a campaign around my limit?

Count your opted-in audience, compare it to your tier, and split the send across days if needed. Send to your best customers first.

  1. Check the tier in WhatsApp Manager under Account tools, Messaging limits.
  2. Count the audience. Only opted-in contacts, never the whole phone list.
  3. Order by value. Repeat buyers first, then active customers, then everyone else opted in.
  4. Split by day. On a 2,000 tier with 5,000 people, plan three days, and remember the 24 hours roll.
  5. Watch failures. If messages start failing mid-send, stop and check why before resending.

Remember that all your numbers share one portfolio limit. If your support number sends 1,500 order-update templates on the same day as your marketing number's campaign, they draw from the same pool.

How does SaleMag help with messaging limits?

SaleMag shows each connected number's quality rating and messaging limit tier, as reported by Meta, on the channel setup screen. Its WhatsApp broadcast campaigns go only to contacts with WhatsApp opt-in, can target a segment or tag instead of the whole list, and can be scheduled, paused and resumed. Messages are sent in paced batches, and recipients that fail show the reason, so you can retry them once the problem is fixed. SaleMag does not raise your limit; Meta sets it based on verification, volume and quality.

Next steps

Check your tier today, start business verification if you have not, and set a weekly send to one opted-in segment so the limit grows before your next big sale. Frequently asked questions

What are the WhatsApp messaging limit tiers?

Meta's tiers are 250 for new business portfolios, then 2,000, 10,000, 100,000 and unlimited. Each tier is the number of unique customers you can message outside the customer service window in a moving 24-hour period.

Do replies to customers count against the WhatsApp messaging limit?

No. Messages sent while a customer service window is open, after the customer wrote to you, do not count. The limit applies to people you message outside that window, with templates.

How do I increase my WhatsApp messaging limit from 250?

Complete Meta Business Verification, or send 2,000 delivered template messages to unique users outside customer service windows within 30 days using high-quality templates. Meta then reviews message quality and, if approved, raises the limit to 2,000.

Is the WhatsApp messaging limit per phone number?

No. Since 7 October 2025 Meta sets messaging limits per business portfolio, and all phone numbers in the portfolio share the same limit.

Can a low quality rating reduce my messaging limit?

No, not since 7 October 2025. Meta says a drop in a number's quality rating no longer downgrades the messaging limit, but you need high-quality messages to move up a tier.

Where can I see my current WhatsApp messaging limit?

In WhatsApp Manager under Account tools, Messaging limits. Software connected to your account, such as SaleMag, can also show the limit it reads from Meta.

Is the messaging limit the same as the sending speed?

No. The messaging limit is how many unique people you can reach per 24 hours. Throughput is how many messages per second the API sends, and it is a separate limit.
